Budget Formula

The Board of Higher Education's budget formula is a tool for advocacy and statement of need and is the basis of the Board of Higher Education's annual budget request. The budget formula provides an impartial basis of allocation of state appropriations to the individual state and community colleges.

The budget formula, initially developed in the mid-1980's, is also used by the Executive Office of Administration and Finance and Ways and Means as the foundation for funding decisions. The budget formula is premised on national benchmarks, Board of Higher Education aspirational targets, and by individual institutions’ profiles, including enrollment, course offerings, facilities and grounds.
